Fees in 2010
Effective from January 1st, 2010
Approved by the Board of Public Enterprises, section 154, on 27th November, 2009 This list of fees can be seen in the Port of Oulu, where it can be obtained. The fees charged by the Port of Oulu have a payment time of 14 days.

GOODS FEE

General principles

1 § The goods fee must be paid according to the payment table given here for goods transported via the Port of Oulu by water.

2 § Unless otherwise agreed upon, the party who has declared the goods for customs clearance, the Finnish possessor of the goods, or a representative of the vessel must pay the fee.

The party who must pay the Goods Fee must also furnish the Port of Oulu with the information relevant to billing.

3 § The Goods Fee is calculated on the basis of gross weight of the goods, unless otherwise stipulated.

4 § The following goods are exempted from the Goods Fee:
a. confiscated goods
b. passengers luggage
c. household goods transported in archipelago traffic, as well as goods brought to town to be sold in the market place or in the harbour
d. containers, platforms and the like, used as aids in transportation and which are not merchandise as such.
For especially weighty reasons the Port of Oulu can lower the Goods Fee, or the vessel may be altogether exempted from paying it.

5 § Goods stored in free storage, or in general or private customs warehouse in Oulu, are subject to Goods Fee when they are removed from storage.

6 § The Goods Fee must be paid by the date indicated in the Invoice. Interest for delayed payments is the maximum interest stipulated by law.

A fee is charged for collecting overdue payments, in accordance with rules and guidelines of the Executive Board of the City of Oulu.

VESSEL FEE

1 § General principles

A merchant-shipping vessel arriving at the Port of Oulu is charged the Vessel Fee as indicated herein.

When the Vessel Fee is based on net volume, the Fee is calculated by full net tons according to the net volume given in the ship’s specifications.

If the net volume changes while the vessel is in harbour, the largest net volume used is applied.

In order to determine the basis for charging the Fee, the ship’s captain or representative must make a declaration as indicated by the Port Rules.

When the Vessel Fee is paid, the vessel may remain in the harbour area for 30 consecutive days.

The Vessel Fee can be lowered, or the vessel may be altogether exempted from paying it, if there is a valid reason for doing so.

Vessels that use the Port of Oulu as their base (trawlers, tugboats, water buses, passenger ships in internal Finnish traffic) pay the vessel fee according to a separate quay fee.

A fee is charged for waste disposal, according to a separate waste disposal fee.

2 § Cargo vessels

The Vessel Fee is € 0.52/net ton
Minimum Fee is € 204.76

The Vessel Fee is the same for passenger ships, cruise vessels and vessels built and repaired in the dockyard.

In internal Finnish traffic, VAT (22 %) is added to the Harbour Fee.

3 § Tugboats

Fee for a tugboat that occasionally visits the harbour € 96.72

In internal Finnish traffic, VAT (22 %) is added to the Harbour Fee.

When the vessels is a tugboat - barge combination, as specified in § 29, section 2 of the Pilot Act, the Vessel Fee for the barge is calculated on the basis of its net volume.

WASTE DISPOSAL FEE

No Waste Disposal Fee is charged from vessels who dispose of their waste themselves, and who have made an agreement to this end with the Port Office.

Problem waste
Problem waste is not included in the price of solid waste. Billing is based on costs due to disposing of the waste in an appropriate manner.

Liquid oily waste € 0.22/net ton
Minimum fee is € 170.50/vessel

A vessel that uses the oily waste reception service of the Port must notify the Port at least 24 hours before arrival at the Port. The notification must indicate the types and amounts of waste, the volume of waste oil tanks and the port of origin.

Billing in applied when the amount of oily waste per ship visiting port is less than 15 tons. The vessel or the shipping company are billed for amounts exceeding this number based on actual costs.

The Port of Oulu can give a discount on the oily waste disposal fee to vessels that use equipment, methods or types of fuel that significantly reduce the amount of oily waste.

If a vessel that has been exempted from waste disposal fees leaves any waste in the port, the Port of Oulu has the right to send the waste for further handling or disposal at the expense of the vessel or the shipping company.

In internal Finnish traffic, VAT (22 %) will be added to the Waste Disposal Fee.

CLEANING FEES
1. Stevedoring operators in the Port of Oulu are obliged to arrange cleaning up necessitated by handling of any goods by them and subsequent removal from the area at their own cost. If the Port of Oulu has to do the cleaning, a fee is levied based on actual costs, with a 20-percent surcharge added to the amount.

HARBOUR SERVICES FEE

1. A fee is charged per net ton for both mooring and unmooring a vessel, regardless of who carries out the work. The fee includes costs for extra staff and travel expenses.

2. Transfer
A mooring fee is charged for hauling a vessel by the quay. For other transfers, a mooring and unmooring fee is charged. If the vessel is moved in the harbour in order to make room for another vessel, no fee is charged.

3. Waiting time
From the time of making a reservation: for each commencing 30-min period after a half-hour wait € 56.75

4. Electricity
Connecting fee weekdays between 7 am - 4 pm € 21.65 + € 0.28/kWh

1. When assisting vessels, payment is charged for each commencing 30-min period. Minimum charge is one-hour fee.

4. A fee is charged for overtime work, in addition to fees given in 1,2 and 3, for each commencing hour between setting out and return. Reservations must be made by 5 p.m on weekdays.

During the winter, the towboat has a separately announced on-call system starting at 5 pm on Friday, and at 11 am on the eve of weekday holidays until 8 am the next weekday. For reservations made during this time and outside the winter season the following overtime fees are charged:
- weekdays 5 pm – 8 am €272.95/h
- Saturdays, eves of holidays, Sundays and holidays €354.80
- in addition, travelling expenses of the staff are charged €36.05/person

A fee is also charged for cancelled reservations.


5. The following fees are charged for calling staff to work during overtime:
- weekdays 5 pm – 8 am €272.95/h
- Saturdays, eves of holidays, Sundays and holidays €354.80/h

6. Calling in the tugboat to remove ice from between the vessel and the quay is billed as indicated above
7. An extra fee is charged if the tugboat’s towing line is used. € 93.20 /time used

Separate agreements must be made regarding operations and terms of towing outside the regular working zone, as well as special assignments.

8. Towing terms: the tugboat works under the vessel being assisted and/or towed. The City of Oulu is not financially responsible for any damage or costs caused by the tugboat or its use.

9. When the tugboat delivers water, the charge is € 3.50/ton (minimum fee is € 42.20) + the tugboat’s expenses and travelling expenses.

In internal Finnish traffic, VAT (22 %) will be added to the Towing Fee.

2 § A fee is charged for goods stored in free storage, either on a monthly basis or when goods are removed from storage, from the beginning of the day the storage space is rented, to the end of the day when the possessor of the goods removes the goods from storage.

Unless otherwise agreed upon, the person under whose name the goods have been placed in storage pays the fee.

If the possessor does not remove the goods from storage by the end of the agreed time, and the keeper of the Free Storage cannot therefore fulfil his commitments to others willing to rent space, an additional increased Fee is billed, max. 100 %.

3 § Working time is billed for each beginning half hour. During overtime, fees are raised according to valid collective bargaining agreements and wage settlements.

A reasonable fee is charged for documents other than those pertaining to placement in storage or transfer of goods.

4 § According to paragraph 13 of the Free Storage Regulations, the goods are transferred to possessor of the goods, or with his approval, to another recipient who can validate his claim to the goods.

5 § In accordance with normal forwarding practice, a reasonable fee is charged for activities carried out on behalf of the possessor of the goods.

6 § For goods that are auctioned off a one per cent commission of the auction price is charged, in addition to actual auction costs.
