Notification of ship-generated waste and cargo must be submitted to Port Control no later than 24 hours before ship’s arrival at Port, or immediately upon departure from the previous port of call, if travel time is less than 24 hours. The notification must be provided by the captain of a ship arriving at Port, or a person authorised by the captain.

The delivery of water used for washing cargo tanks must be reported 72 hours before the ship arrives at the Port. If the ship oil or bilge water is known to contain chemicals or other forbidden substances, it is essential that this is reported in advance.

Ship-generated waste must be placed, duly sorted, in the locations indicated for that purpose. If a ship fails to comply with the instructions, the ship/shipping company is liable for any expenses caused.

A waste disposal fee in accordance with the current price list is levied from all ships visiting the Port of Oulu. No waste disposal fee is levied from ships that have been exempted from the fee by the Finnish Transport Safety Agency Trafi.

Waste management in the Port of Oulu is guided by the ISO 9001, ISO 14001 and ISO 45001 certificates. The Port’s waste management plan and instructions for waste disposal have been drawn up in compliance with them.

+Dry waste handling

The Port of Oulu has fixed reception equipment for dry ship waste. The type, capacities, standard emptying schedules, and locations of the equipment are described in Appendices 1–3. The waste collection points are always open.

 

Ship waste procedure for ships that have not been exempted from waste management by Traficom:

 

  1. The ship must declare its waste management needs to the port through the Portnet system with the ship waste declaration form either directly or via a ship agent.
  2. Ship waste management needs must be declared to the port at least 24 hours before arrival at the port or immediately upon departure from the previous port if the travel time is less than 24 hours. If the ship’s final port of arrival is known less than 24 hours prior to arrival, notice must be given immediately once the final port of arrival is known. Pyrotechnic materials may not be delivered to the port’s waste collection points. Separate transport must be ordered for pyrotechnic materials.   3. At the port, the ship must deliver its waste to the fixed waste collection points, the types, capacities, and locations of which are described in Appendices 1–3.
  4. After delivering the waste, the ship is issued a receipt on the business day following its departure.

+Handling of oily waste (ship oil and bilge water)

No chemicals may be included in ship oil or bilge water. Detergents, petrol, solvents, acids, alkalis, etc. may not be mixed into ship oil or bilge water. The above may pose a serious hazard to workers and make normal bilge water processing impossible. Special processing is needed as a result, subject to a separate fee. The waste management contractor samples every load to verify that the load is free of foreign substances.

 

If the ship is aware of foreign substances in the oil or bilge, this must be declared when ordering collection so that the correct precautions can be taken (equipment etc.).

 

Ship waste procedure for ships that have not been exempted from waste management by Traficom:

 

  1. The ship must declare its waste management needs to the port through the Portnet system with the ship waste declaration form either directly or via a ship agent.
  2. Ship waste management needs must be declared to the port at least 24 hours before arrival at the port or immediately upon departure from the previous port if the travel time is less than 24 hours. If the ship’s final port of arrival is known less than 24 hours prior to arrival, notice must be given immediately once the final port of arrival is known. If the ship’s personnel know or suspect that their oily waste or bilge water includes other hazardous substances than oil, the need for emptying must be declared at least 72 hours prior to arrival at the port.
  3. Port of Oulu Ltd. orders the necessary waste processing.
  4. The waste management company makes the collection equipment available in the port area at the agreed upon time and receives the waste.
  5. The waste is transferred from the ship to a tanker truck by the ship’s personnel and/or the waste management company and/or the port’s vessel services and transported for further processing.
  6. The waste management company reports the amount and type of ship waste to the Port of Oulu. Once the waste management company has delivered the report or transfer document for the actual waste amounts, the Port of Oulu sends a receipt for the waste received to the ship via its ship agent.

The waste management company receives oily waste from ships and transports it for processing at their facility. The company must be notified at least 24 hours in advance.

+Handling of grey and black water

Ship waste procedure for ships that have not been exempted from waste management by Traficom:

 

  1. The ship must declare its waste management needs to the port through the Portnet system with the ship waste declaration form either directly or via a ship agent.
  2. Ship waste management needs must be declared to the port at least 24 hours before arrival at the port or immediately upon departure from the previous port if the travel time is less than 24 hours. If the ship’s final port of arrival is known less than 24 hours prior to arrival, notice must be given immediately once the final port of arrival is known. If the ship’s personnel know or suspect that their grey or black water includes hazardous substances, the need for emptying must be declared at least 72 hours prior to arrival at the port.
  3. Port of Oulu Ltd. orders the necessary waste processing.
  4. The waste management company makes the collection equipment available in the port area at the agreed upon time and receives the waste.
  5. The waste is transferred from the ship to a tanker truck by the ship’s personnel and/or the waste management company and/or the port’s vessel services and transported for further processing.
  6. The waste management company reports the amount and type of ship waste to the Port of Oulu. Once the waste management company has delivered the report or transfer document for the actual waste amounts, the Port of Oulu sends a receipt for the waste received to the ship via its ship agent.
+Handling of pyrotechnic materials

+Handling of international food waste

International food waste is handled according to Regulation (EC) No 1069/2009 of the European Parliament and of the Council of 21 October 2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and repealing Regulation (EC) 1774/2002 (Animal By-products Regulation) and the Decree 1193/2011 of the Ministry of Agriculture and Forestry on the Supervision of Operators Handling Certain Animal By-products and Derived Products and the Use of Certain By-products.

 

Food waste is collected by a dedicated truck and separate bins that are disinfected after emptying. The bins are replaced with fresh bins lined with a separate protective bag. International food waste is transported for appropriate disposal to the Kiertokaari Oy facility in Rusko.

 

  1. In order to deliver international food waste, the ship or its agent must contact the port authority in addition to using the Portnet system ship waste declaration form to declare its waste management needs to the port either directly or via its ship agent.
  2. Ship waste management needs must be declared to the port at least 24 hours before arrival at the port or immediately upon departure from the previous port if the travel time is less than 24 hours. If the ship’s final port of arrival is known less than 24 hours prior to arrival, notice must be given immediately once the final port of arrival is known.
  3. Port of Oulu Ltd. orders the necessary waste processing.
  4. The waste management company makes the collection equipment available in the port area at the agreed upon time and receives the waste.
  5. The waste is transferred from the ship to a collection truck by the ship’s personnel and/or the waste management company and/or the port’s vessel services and transported for further processing.
  6. The waste management company reports the amount and type of ship waste to the Port of Oulu. Once the waste management company has delivered the report or transfer document for the actual waste amounts, the Port of Oulu sends a receipt for the waste received to the ship via its ship agent.
+Handling of other separately collected or hazardous waste

Lifting straps, wire ropes, furniture, cooking oil, non-rechargeable batteries, small rechargeable (lithium) batteries, IBCs (intermediate bulk container), refrigeration equipment, other appliances, empty oil drums, pallets, etc.

 

  1. The ship notifies its ship agent of the ship’s waste management needs.
  2. Ship waste management needs must be declared to the port at least 24 hours before arrival at the port or immediately upon departure from the previous port if the travel time is less than 24 hours. If the ship’s final port of arrival is known less than 24 hours prior to arrival, notice must be given immediately once the final port of arrival is known.
  3. Port of Oulu Ltd. orders the necessary waste processing.
  4. The poles of batteries must be taped up before delivering them to the waste collection point. If the ship delivers cooking oil or edible fat, it must also submit a signed document to the port in conjunction with the waste that includes the name of the ship, the date of delivery, and their contact person’s telephone number.             .
  5. The waste management company makes the collection equipment available in the port area at the agreed upon time and receives the waste.
  6. The waste is transferred from the ship to a collection truck by the ship’s personnel and/or the waste management company and/or the port’s vessel services and transported for further processing.
